RA Tactics - Patrol Response to HRT

The Patrol Hostage Rescue Tactics course by RA Tactics is designed to provide patrol personnel with a structured, repeatable approach to responding to hostage situations and making critical decisions during rapidly evolving incidents.

The course centers around five essential steps in the patrol hostage rescue process:

  1. Information – Gathering, evaluating, and communicating critical intelligence about the incident, subjects, victims, location, weapons, and surrounding environment.
  2. Set-Up – Establishing appropriate positions, containment, communication, resources, and a tactical plan based on the information available.
  3. Entry & Movement – Applying deliberate movement and team coordination principles while navigating the structure and working toward the objective.
  4. Location of the Hostage – Identifying, confirming, and prioritizing the location of the hostage when that information is available.
  5. Extraction – Safely recovering the hostage and transitioning from the immediate rescue problem to stabilization, accountability, and continued control of the scene.

A major focus of the course is understanding what differentiates a hostage situation from a barricaded-subject situation. Students will examine the tactical and decision-making considerations that change when a victim is being held against their will, as opposed to a subject who has barricaded themselves without a hostage.

The class emphasizes repetition, problem-solving, communication, and decision-making under pressure. Students will work through numerous practical scenarios designed to expose them to different information gaps and rapidly changing circumstances.

Scenarios will include:

  • Known suspect location / unknown victim location
  • Known victim location / unknown suspect location
  • Unknown suspect location / unknown victim location
  • Developing and adjusting plans as new information becomes available
  • Recognizing when an incident has characteristics of a hostage situation versus a barricaded-subject situation

Through repeated practical exercises and scenario-based training, students will learn to apply the five-step framework while adapting to incomplete or conflicting information. The goal is to develop a consistent, disciplined approach to patrol hostage rescue incidents that supports sound tactical decision-making, effective communication, and the safe resolution of the incident.

This is a hands-on, scenario-driven course built around repetition and practical application, not simply classroom discussion.
