RA Tactics - High Risk Search Warrant Preparation and Execution

The High Risk Search Warrant Planning and Execution course by RA Tactics is designed for SWAT and tactical teams responsible for planning and executing high-risk search warrant operations, including both pre-planned operations and call-outs.

This hands-on course provides students with a structured framework for managing the critical phases of a high-risk search warrant, from the initial collection of intelligence through operational planning, reconnaissance, briefing, and execution. Emphasis is placed on teamwork, tactical precision, communication, decision-making, safety, and adherence to applicable legal and agency protocols.

FIVE CRITICAL PHASES

Students will develop and apply a comprehensive approach to high-risk warrant operations through five key phases:

  1. Pre-Planning & Intelligence – Identifying, collecting, and evaluating information necessary to develop an effective operational plan.
  2. Reconnaissance Mission (SCOUT) – Conducting an in-person reconnaissance of the target location to identify relevant characteristics, potential hazards, access points, and tactical considerations.
  3. Mission Planning – Developing a comprehensive tactical plan based on available intelligence and reconnaissance findings.
  4. Pre-Briefing – Communicating the mission plan, assignments, contingencies, and expectations to team members prior to execution.
  5. Execution – Applying the plan in a practical environment while maintaining communication, coordination, discipline, and tactical awareness.

HANDS-ON TRAINING

This course goes beyond classroom instruction and places students in practical, realistic training environments.

Students will conduct live, in-person SCOUT reconnaissance missions of training properties and use the information gathered during those missions to develop a tactical plan. Students will then brief their plan to the class, providing an opportunity to evaluate communication, organization, and operational decision-making.

On Day Two, teams will execute their search warrant plan at the training facility's movement house. Team movements and execution will be observed, discussed, and evaluated throughout the exercise. Following each practical exercise, instructors will conduct detailed debriefs to identify strengths, areas for improvement, and lessons learned.

MOVEMENT & EXECUTION

The practical portion of the course will address approach and entry considerations, including:

COURSE OBJECTIVE

The objective of this course is to provide tactical teams with a repeatable planning and execution process for high-risk search warrant operations. Through reconnaissance, mission planning, team briefing, practical application, and structured debriefing, students will develop the ability to translate intelligence into an actionable plan and effectively execute that plan in a realistic training environment.
